    Extra taxing couldn’t hurt but I wouldn’t be too optimistic about results. Can be startling how many goods can be set aside if you really want the stuff. Problem drinking (or abuse of any other substance) is famously an expression of other issues, which the drinkers seem unwilling or unable to confront.
